I was in town yesterday, and I tried to buy a lighter (at a dollar store). Then this guy (who can't of been much older then me) asked me for ID >.>. I didn't even know you had to be 'of age' to buy a lighter.
And I don't think I'm the first to get annoyed at silly restrictions.

You need ID to buy vehicle fuel. You need ID to buy plastic BBs. I'm guessing it's the same for renting movies that are rated over the age you are (and I'm not referring to porn)?
