Problem is, there aren't 'new and bigger' flat's available to buy. Also, I don't think it would cost a lot of money to make this. You just need good quality metal for the railings.

Actually not so silly. If you want to live in the city you are bound to have a small flat. If you want a bigger flat in Hong Kong you need to pay a lot.
